Primary Function:

This position will support the Finance department with responsibilities including, but not limited to, RFP analysis, pricing, cost volume development, project budgeting/analysis, and development of Estimates at Completion (EACs). This position will also assist with various ad-hoc financial analyses and monthly program reviews.

 

The ideal candidate will have hands-on experience with Earned Value Management (EVM) principles and tools, as well as familiarity with Deltek COBRA for program cost control and reporting.

 

Essential Responsibilities:

  1. Perform detailed analyses of Requests for Proposals (RFPs), develop proposal pricing models, and assist writing cost volumes.
  2. Develop estimates and prices from technical requirements through the design, build, and aftermarket support stages of the program. Develop, prepare, and validate estimates and prices.
  3. Perform analyses and provides recommendations in support of pricing/estimating (risk, financial, competitive, etc.)
  4. Develop and maintain pricing models.
  5. Incorporate data into structured systems and coordinate program database requirements.
  6. Develop/apply/maintain rates and factors for estimating, pricing, and proposals.
  7. Perform compliance activities including policy and procedure development, system/tool deployment, and training delivery.
  8. Work with program managers to develop accurate forecasts, schedules, and Estimates at Completion for select projects.
  9. Monitor and analyze program expenditures to ensure accuracy of cost classification and future estimates.
  10. Collect, organize, synthesize, and analyze data of all types.
  11. Assist with department development and provide recommendations for process improvement initiatives.
  12. Assist with annual budget development process.
  13. Work as a member of a team to ensure work is complete on time and accurate.
  14. Perform other duties as assigned.

 

Work Conditions:

Employee will be working within an office environment.  Employee may be expected to travel on occasion to locations where specific attire is necessary.

 

Job Requirements:

Minimum Requirements:

  • Bachelor’s Degree, preferably in Finance or Accounting
  • Experience applying Earned Value Management (EVM) principles and generating related cost performance reports
  • Experience using Deltek COBRA or similar EVM/cost management software
  • Advanced Microsoft Excel proficiency
  • Strong organization skills, good oral and written communication skills with attention to detail
  • Able to learn new custom systems and software used by Long Wave
  • Able to work collaboratively with program managers and other departmental staff, as well as take on projects and responsibilities individually
  • Firm understanding of government contract types (e.g. FFP, T&M, CPFF, CPIF, etc.) and their rules and regulations

 

Preferred Requirements:

  • 5+ years of experience working in a government contracting environment
  • Experience with project-based accounting procedures
  • Knowledge of Federal Acquisition Regulation (FAR)/(DFAR) and government contractor cost structures
  • Experience with Deltek Costpoint or similar government contractor accounting systems
