Position Title: Proposal Writer – DoD Proposals
Department/Location: Business Development / Oklahoma City (Midtown)
Status: Regular / Full-Time Non-Exempt
Position Summary:
We are seeking a skilled Proposal Writer to craft compelling, compliant, and high-quality proposals in response to federal, state, and commercial solicitations, including RFPs, RFIs, Sources Sought notices, and BAAs. You will collaborate with capture managers, subject matter experts (SMEs), pricing teams, and leadership to transform technical and management concepts into persuasive narratives that win contracts and showcase our solutions.
Key Responsibilities:
- Write, edit, and refine proposal sections such as Technical Approach, Management Approach, Staffing Plans, Past Performance, Executive Summaries, Transition Plans, and Risk Mitigation Plans.
- Translate complex technical or operational concepts into clear, persuasive language tailored to solicitation requirements.
- Ensure all content aligns with the company’s win strategy and directly addresses evaluation criteria.
- Analyze solicitations to identify requirements, compliance elements, and create annotated outlines and compliance matrices.
- Collaborate with SMEs, program managers, pricing, contracts, and graphics teams to gather information and ensure proposal alignment.
- Support review cycles, including Pink Team, Red Team, Gold Team, and Executive Reviews, revising content based on feedback.
- Maintain proposal content libraries, reusable templates, and standardized language for future submissions.
- Assist with final proposal formatting, integration, and submissions through portals and submission systems.
Typical Work Environment:
- Fast-paced proposal development environment.
- Work closely with capture teams during active procurements.
- Periodic surge periods during major proposal submissions.
Required Qualifications:
- Bachelor’s degree in Communications, English, Journalism, Business, Technical Writing, or related field.
- 3–7 years of experience in proposal writing, preferably with federal government solicitations.
- Familiarity with FAR-based procurement processes and Shipley Standards.
- Strong writing, editing, and proofreading skills.
- Ability to work under tight deadlines while managing multiple proposals.
- Excellent collaboration and organizational skills.
- US Citizenship
Preferred Qualifications:
- Experience with DoD, DHS, NASA, or other federal civilian agencies.
- Experience with IDIQ contract vehicles such as GSA OASIS+.
- Familiarity with proposal management or automation tools (e.g., GovEagle, SharePoint, Word, Adobe).
- Knowledge of proposal review methodologies (Shipley, APMP best practices).

- This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
