Primary Function:
The Communications Tower Construction Project Manager oversees and manages the planning, execution, and completion of U.S. Government communication tower construction, modification, and maintenance projects. This role ensures projects meet contractual, safety, quality, and regulatory requirements while being delivered on time and within budget. The Project Manager serves as the primary liaison between government representatives, subcontractors, engineers, and internal teams.
Essential Responsibilities:
Project Planning & Oversight:
• Develop and manage project schedules, budgets, and work plans in compliance with government contract requirements.
• Coordinate with federal contracting officers, engineers, and stakeholders to ensure project milestones are met.
• Prepare project documentation, including work breakdown structures, risk assessments, and progress reports.
Construction Management:
• Oversee all phases of tower construction, including site preparation, foundation work, tower erection, equipment installation, grounding, and commissioning.
• Ensure compliance with federal, state, and local codes, as well as FAA, FCC, OSHA, and DoD standards where applicable.
• Monitor subcontractor and vendor performance to ensure adherence to contract specifications, safety standards, and quality requirements.
Safety & Compliance:
• Enforce strict adherence to federal safety protocols, EM 385-1-1, and OSHA tower climbing regulations.
• Conduct and document site safety inspections and risk mitigation strategies.
• Ensure compliance with environmental regulations, including NEPA and cultural resource requirements when applicable.
Contract & Reporting:
• Act as the primary point of contact with government representatives, providing regular status updates, contract deliverables, and after-action reports.
• Manage Requests for Information (RFIs), change orders, and modifications in accordance with Federal Acquisition Regulations (FAR).
• Track and control costs to maintain project profitability and government contract compliance.
Team Leadership:
• Lead and mentor project teams, including site supervisors, tower technicians, subcontractors, and support staff.
• Coordinate with security, logistics, and procurement to ensure smooth project execution.
• Support workforce training and certification in tower safety, RF awareness, and quality assurance practices.
Work Conditions:
• Position requires travel to remote construction sites within CONUS and OCONUS locations.
• Extended periods on-site may be required depending on project needs.
• Work performed in both office settings and outdoor construction environments.
• Exposure to varying weather conditions and challenging field environments.
Job Requirements:
Minimum Requirements:
• Bachelor’s degree in Construction Management, Civil Engineering, Telecommunications, or related field (or equivalent experience).
• 5–10+ years of progressive experience in tower or telecom construction project management, preferably on U.S. Government or military contracts.
• In-depth knowledge of tower erection, RF infrastructure, civil construction, grounding, and electrical systems.
• Strong understanding of FAR/DFARS contracting, government reporting, and project closeout requirements.
• Ability to obtain and maintain a security clearance as required by contract.
• Excellent leadership, communication, and organizational skills.
Preferred Skills:
• Certifications strongly preferred: PMP, OSHA 30, EM 385-1-1, ComTrain or equivalent tower safety certification.
• Prior experience managing U.S. Government or DoD telecommunications infrastructure projects.
• Strong risk management and cost control expertise.
• Familiarity with RF awareness, grounding systems, and quality assurance practices.
