Primary Function:
This position will support the Finance department with responsibilities including, but not limited to, RFP analysis, pricing, cost volume development, project budgeting/analysis, and development of Estimates at Completion (EACs). This position will also assist with various ad-hoc financial analyses and monthly program reviews.
The ideal candidate will have hands-on experience with Earned Value Management (EVM) principles and tools, as well as familiarity with Deltek COBRA for program cost control and reporting.
Essential Responsibilities:
- Perform detailed analyses of Requests for Proposals (RFPs), develop proposal pricing models, and assist writing cost volumes.
- Develop estimates and prices from technical requirements through the design, build, and aftermarket support stages of the program. Develop, prepare, and validate estimates and prices.
- Perform analyses and provides recommendations in support of pricing/estimating (risk, financial, competitive, etc.)
- Develop and maintain pricing models.
- Incorporate data into structured systems and coordinate program database requirements.
- Develop/apply/maintain rates and factors for estimating, pricing, and proposals.
- Perform compliance activities including policy and procedure development, system/tool deployment, and training delivery.
- Work with program managers to develop accurate forecasts, schedules, and Estimates at Completion for select projects.
- Monitor and analyze program expenditures to ensure accuracy of cost classification and future estimates.
- Collect, organize, synthesize, and analyze data of all types.
- Assist with department development and provide recommendations for process improvement initiatives.
- Assist with annual budget development process.
- Work as a member of a team to ensure work is complete on time and accurate.
- Perform other duties as assigned.
Work Conditions:
Employee will be working within an office environment. Employee may be expected to travel on occasion to locations where specific attire is necessary.
Job Requirements:
Minimum Requirements:
- Bachelor’s Degree, preferably in Finance or Accounting
- Experience applying Earned Value Management (EVM) principles and generating related cost performance reports
- Experience using Deltek COBRA or similar EVM/cost management software
- Advanced Microsoft Excel proficiency
- Strong organization skills, good oral and written communication skills with attention to detail
- Able to learn new custom systems and software used by Long Wave
- Able to work collaboratively with program managers and other departmental staff, as well as take on projects and responsibilities individually
- Firm understanding of government contract types (e.g. FFP, T&M, CPFF, CPIF, etc.) and their rules and regulations
Preferred Requirements:
- 5+ years of experience working in a government contracting environment
- Experience with project-based accounting procedures
- Knowledge of Federal Acquisition Regulation (FAR)/(DFAR) and government contractor cost structures
- Experience with Deltek Costpoint or similar government contractor accounting systems
