Position Title: COBRA Subject Matter Expert (SME)

Department/Location: Finance / Oklahoma City, OK

Status: Full-Time, Exempt

 

Primary Function:

The COBRA Subject Matter Expert (SME) provides advanced support for Earned Value Management (EVM) systems and financial data analysis using Deltek COBRA. This role ensures accurate cost reporting, compliance with government standards, and efficient integration between COBRA, Costpoint, and scheduling systems to support program and project performance within the defense sector.

 

Essential Responsibilities:

  • Configure, maintain, and manage Deltek COBRA databases and cost models.
  • Develop, process, and validate cost and schedule integration to support EVM reporting requirements.
  • Partner with Finance, Program Management, and Engineering teams to ensure data accuracy and compliance with EVMS guidelines.
  • Generate reports and dashboards to track program cost, schedule performance, and variance analysis.
  • Support internal and external audits, including DCMA and customer EVM reviews.
  • Provide training and guidance to program control and financial analysts on COBRA best practices.
  • Develop automation or process improvements to streamline data integrity and reporting.
  • Support proposal activities and baseline setup for new or modified programs.

 

Work Conditions:

This position requires on-site work in Oklahoma City, OK. Some extended hours may be required during peak reporting or audit periods. Minimal travel may be necessary to support project or customer requirements.

 

Job Requirements:

  • Expert-level knowledge of Deltek COBRA, with a strong background in Earned Value Management (EVM).
  • Experience integrating COBRA with scheduling tools (e.g., Primavera, Open Plan) and financial systems (e.g., Deltek Costpoint).
  • Strong understanding of government contracting financial processes and DCMA compliance standards.
  • Excellent analytical, problem-solving, and communication skills.

 

Minimum Requirements:

  • Bachelor’s degree in Finance, Accounting, Business, Engineering, or related field.
  • Minimum of 5 years of experience working with Deltek COBRA in a defense or government contracting environment.
  • Proficiency in Microsoft Excel and other financial analysis tools.

 

Preferred Skills:

  • Experience supporting a certified Earned Value Management System (EVMS).
  • Knowledge of Costpoint, wInsight, or similar cost management tools.
  • Ability to lead process improvement initiatives and train cross-functional teams.
  • Familiarity with FAR/DFARS and DoD financial reporting standards.
