Primary Function:

The Field Engineer/Project Analyst supports the planning, execution, and completion of communications tower construction and modernization projects under the High Frequency Global Communications System (HFGCS) program. This role bridges field engineering oversight with analytical project support, ensuring construction activities comply with Department of Defense (DoD), Federal Aviation Administration (FAA), Occupational Safety and Health Administration (OSHA), and contract requirements. The position requires both on-site technical supervision and office-based project reporting and analysis.

 

Essential Responsibilities:

Field Engineering Duties:

  • Conduct on-site inspections of communications tower construction, structural upgrades, grounding, and electrical work to ensure compliance with design specifications, codes, and safety standards.
  • Oversee contractor activities, verifying installation methods, material quality, and adherence to project schedules.
  • Support troubleshooting, technical assessments, and resolution of engineering issues encountered during construction.
  • Perform quality assurance checks on civil, electrical, and RF-related tower components.
  • Document and verify compliance with all environmental, health, and safety regulations.

Project Analyst Duties:

  • Track project milestones, budgets, and schedules using project management tools and prepare variance and risk reports.
  • Collect, analyze, and present field data to support decision-making by project managers and government stakeholders.
  • Prepare technical reports, inspection logs, and recommendations for corrective actions or change orders.
  • Support development of preventive maintenance recommendations and long-term sustainment plans for HFGCS towers.
  • Coordinate with program managers, engineers, contractors, and government representatives to ensure timely execution of project deliverables.
  • Monitor subcontractor performance and provide input on compliance, productivity, and safety metrics.

 

Job Requirements:

Minimum Requirements:

  • Bachelor’s degree in Civil, Electrical, Structural, or related Engineering field; equivalent military or industry experience may be considered.
  • 3–5 years of experience in communications tower construction, telecommunications infrastructure, or related field engineering roles.
  • Strong knowledge of DoD construction standards, FAA tower regulations, NEC/NFPA electrical codes, and OSHA safety practices.
  • Proficiency in project management software (MS Project, Primavera, or similar) and data analysis tools (Excel, Power BI, etc.).
  • Ability to read and interpret engineering drawings, specifications, and technical manuals.
  • Excellent written and verbal communication skills for reporting and stakeholder interaction.
  • Active DoD Secret clearance (or ability to obtain).

 

Preferred Skills:

  • Prior experience with HFGCS, DoD communications infrastructure, or secure government facilities.
  • Certified Project Management Professional (PMP) or equivalent.
  • Tower Safety and Rescue certification (e.g., ComTrain, NATE).
  • Experience with RF systems, grounding systems, and power distribution for communications towers.
