Established in 1995, Long Wave Inc. is a privately veteran-owned small business. We have grown into an agile company based upon experience, trust and integrity. Long Wave is the best Strategic Communications Small Business in America. Staffed with senior engineers and retired military personnel, we have helped design and implement some of the U. S. military’s most critical and innovative communications technologies. Some of our accomplishments include; The Clarinet Merlin Receiving System (CMRS), a shore based communications system that continuously monitors emergency transmissions from buoys launched from U.S. Navy submarines. A Global Information Grid (GIG), which provides databases for operational and maintenance support for the U.S. Navy’s Command and Control (C2) Portal. Additionally, Long Wave develops Stimulators and Trainers that provide mission rehearsal stimulators that can completely simulate a communication suite with integrated voice and data communications.


About Our Executives

Phil Miller I CEO

Phil Miller is the founder and CEO of Long Wave. In 2006, Phil was personally recognized by the U.S. Small Business Administration as Oklahoma’s Small Business Person of The Year.

In addition to Long Wave, Phil is the President and owner of Docsoft Inc. Docsoft provides custom software development and is an industry leader in speech recognition technology and search services. Phil received his Bachelors of Science in Mechanical Engineering from the University of Missouri, Rolla.

Phil also sits on several local committees including the Bricktown Urban Design Committee, and the Governor’s Business Roundtable for the State of Oklahoma.

Dave Miller I President

David Miller is President. Dave joined Long Wave in February 2011 after a 25-year career with Raytheon, where he held the position of Director, Supply Chain Management. Dave received his Master’s degree in Business from Abilene Christian University—Dallas.

Jack Sprague I Vice President

Jack Sprague joined Long Wave in 1999 as Vice President and became a part owner in 2006. He is a retired Navy officer, serving over 28 years active duty, with a specialty in submarine communications. He served sea tours aboard five submarines and a submarine tender. After the Navy, he joined Pacific-Sierra Research Corp from 1996 to 1998, where he managed submarine communication programs. In 1998 he joined Predicate Logic Inc. as a Senior Communication Analyst and continued to manage submarine communication programs. Jack attended Chapman University during his Navy career.

Safety Policy

Long Wave Inc. participates in the NATE STAR Initiative which gives us a tested and proven method to impact safety. We utilize NATE training materials and attend conferences where we network with both safety experts and other members. Results of our safety audits are shared with NATE and gives us a sounding board for their overall effectiveness to improving safety.

Safety Spotlight

Safety is a fundamental value and an essential component in planning for our antenna projects. During pre-deployment reviews we identify potential safety concerns at upcoming job sites and develop a mitigation plan. On-going training is provided to our field employees and has resulted in outstanding safety performance.

Employee Labor Relations

Long Wave provides skilled employee relations personnel who provide expertise in the following areas: • Service Contract Act (SCA) • Davis Bacon Act (DBA) • Prevailing Wage • Collective Bargaining Agreements and Units

Past Practice

We interpret, understand and apply SCA and DBA laws along with balancing multiple State, Federal and International Labor Laws and the correct applications. Long Wave is currently working with multiple SCA/DBA contracts, in both the continental United States and International Territories.

Our experience working with Business Representatives on collective bargaining unit issues to include mid-contract negotiations, letter of understanding and grievances have helped us in successfully negotiating Collective Bargaining Agreements.
